What a great toolbar!
Basically if you find a site and you like it, you click that you like it and it adds it to their database. If enough people like a site then it gets better ratings.
I never do any of that stuff though, because it's crap.
However, there's a stumble button which will randomly take you to any site that's been rated as being good. I've found some really good sites so far, it's great when you're bored.

I love isometric stuff like this. There's a similar project at Kirupa.com. I was going to make my own once, but it was a giant sandwich you could add layers to.
