There was no guarantee that it would spectacularly catch fire like that... Which makes me think it wasn't intentional. The parachute brigade doesn't take life that lightly (I know having done a jump myself), its all deadly serious, its alright messing around with your own life but when there are many many third parties at risk things are different... :-(
He'd never be allowed up in a plane with that idea if it wasn't a stunt. And if they want to let off flares, they can do it properly and safely other ways.

Dunno which is more likely ... but it takes a special kind of someone to let off a flare directly underneath the extremely flammable flap of material that's stopping you from falling to a very fast, plummety, flat deat.
