Basically, eBay have these complaint systems that can be filed in the same way as a non-payer.
As you payed through Paypal the money is in a freeze, between you and the seller. Contact eBay instead of the seller via e-mail or sift through the links of 'file a complaint'
You can also check out the feedback forum and post questions to other eBay users about what you should do
Anyway, providing you contact eBay and report it they can follow it up and if the person still hasn't sent it they can give you your money back.
Wait a few days, the person might not be responding because they're away. If they sent you an invoice and were keen to talk to you before you payed, now cutting you off, they're a fraud
In future, always check the feedback

I couldn't care less to be honest. I'm not willing to take that risk on such a website. Obviously not everyone will have the same view as me, so new sellers will still make sales, and good luck to them - I'll stick to tried, tested and trusted sellers thanks.

I've e-mailed the seller and i'll wait for a reply but if he doesn't reply i'll contact Paypal.
