Heh .. the first time I recruited anyone I really didn't know what was going on, wondered why 2 blokes were getting in the car with me and then started following me around, since then I haven't bothered with using them, suppose I will later though :)
Hmm, I never seem to recruit gang members and thus go into gang wars alone. Suicidal, but I always come out alive :D

Go upto a gang member, target him as if you were gonna shoot him, with the R1 button, obviously make sure your not tooled up and then press the up button on the direction pad. You should see the gang meter level increase at the top left of your screen.
Go get in a car and they should follow and yes they will help in gang wars.

I think you have to target them and press up.
