Which past wrestlers in the WWF/E have never won the World Title, but have deserved to. In my opinion it would have to be Mr Perfect and Owen Hart, they were both excellent heels and also brilliant in-ring competitors.

Owen and Hennig are good choices, but you also need to mention Raven. Especially since such dregs have been handed the title before him.
