You can get it from a mission from The Truth (TT).
I that mission, you have to sneak into Area 69 (GTA Sandreasīs version of Area 51), and then steal the black protject.
And the black project is the jetpack.
Then you have to fly it out of there.
And if you clear all missions from the Airplane Graveyard, is it yours to take.
Then you can fly it all you want.

No, you get it after you do a mission for Truth. You have to infiltrate Area 51 (called something else in GTA) and at the end of the mission you escape in the Jet-pack. Once the mission is over you can get the jet-pack at YOUR airport.
