I have got to the bit where you have to fight the boss in park. I have got the decoy, however I cannot find any ammo for it. Can some one please help me.

The best way to find ammo for decoy is to go to the different areas and find enemies that carry that weapon. There are also boxes with decoy ammo littered around the areas.
