Windows 2000 and NT directly access the computer's components to ensure the maximum speed for the applications they run. Unfortunately, so do games, so WinNT and games don't usually mix. If X-Box does run Win2000, then although games that specifically say on the gamesbox WILL run under NT/2000 probably will, others which prefer Win 95/98 or even DOS probably won't run very well if at all.

NT will NOT allow any software device to access the hardware directly - since this is what games do most often NT will only support DirectX 3.0, Windows 2000 I'm told will support more functions but is still limited.
The X-Box will run a variant of Windows CE, a cut down version of Windows that is streamlined for low spec devices and hardware. Games written for it will not directly work with any other version of Windows - but the API is similar so they CAN be compiled up to the full blown version of Windows.
Microsoft is developing its next (and last) version of Windows 98 as we speak - this will have a life span of some 4-5 years and gives MS time to sort out the gaming issues with Windows 2000.
Alternatively they'll probably just think supporting DirectX is too much trouble and hope everyone goes out and buys the X-Box...
