"'Windows installer' problem - help please"

My Dad is trying to install a driver theory test thing to help him, but we keep getitng this message up:

“The windows installer service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance.“

Any ideas?

i not sure how to stop safe mode but iv'e done it before it's very complicated because i did it when the computer didn't start.i think it's like you press f8 on the first screen when you turn the computer then you will get an optionif you want to boot the cd this may come up with windows recovery system if it says that your windows startup is corrupt then your gonna have to find a person to put in a new hard drive thta's what we had to do.

do you mean the windows xp install disc

You haven't said which version of Windows you are running.
