He just isn't good enough, simple. He fails on the most basic level when you consider that strikers are there to get goals.

Well Andy Johnsonn has dropped out of the England squad, he's injured...Smith could still get the call up now couldn't he?
Get that Crouch fella in. Doing better than Heskey at the moment, and as a substitute his pace and height would be a good asset.
