I've only owned the first gran turismo but the soundtrack to this one was outstanding,in fact so good that an album called the sound of gran turismo was made.
I haven't followed GT3 that much since i heard that it's release date was shifted a few months.

Depends if they keep the Japanese soundtrack. They have alot of Lenny Kravitz. Dont forget we here in the UK and in America got a different soundtrack to the Japanese on GT1 and GT2. I think they may change the soundtrack but Iam not sure.
I had heard that it was going to be slightly softer than the prequels. Drifting a little (but not much) from the heavier handed style of the original. This suits me better, as I actually turned the music off in the previous GTs.
Its down to personal choice though obviously, I`m not criticising your taste in music don`t worry!
