I dunno, played around with them both. I think they have slightly different target audiences. Style Master seems more targeted towards beginners? It has some nice wizards (maybe TopStyle does too and I missed them) to build you page layouts and such. TopStyle seems more geared towards helping somebody who knows what they are doing in the first place.
But thats only from a brief impression, dont use either normally.
