I've changed the Source.cfg (I think) file name due to the error 'Map 0 foumd, 19 expected', thanks to Pandaemonium's advice.

I re-launch the game, and it has to update - is it downloading the files again because it can't find them, or is it an update?

Yup, redownloads the file. Only fix at the moment.
Yes, I did it too as I got the same thing, it has to redownload it as the file, as far as Steam is concerned, doesn't exist. It was presumably corrupt or incomplete or something.
