If so, why?
It's blocks of freaking ice, ice is COLD therefore it should be like a freezer.
And if it was warm inside then wouldn't the Igloo melt, covering the eskimos and optional seals in icy icy water, giving them bronchitis?

Think of it like the windows on your house, they are cold to the touch on the inside (and outside) in spite of it being warm inside your house...
