I'm sure Chelsea would prefer a fine however high it is. Dropping points would probably give Arsenal and Man U a second wind which isn't good for Chelsea (obviously) where as a fine wouldn't really damage them or give rival teams any extra hope for catching them up.
I think it's the only way.
