Ok ive got £260 (absolute absolute max)to spend and I want to get the following:
Silent Case (antec sonata)
Silent PSU (antec sonata)
Silent Case fans (antec sonata)
Silent HSF fan (YS tech 80mm fan using a fan coverter)
DVD-ROM drive
A64 CPU
A64 Motherboard
Optical Mouse (MX500 or 510, not sure what the num is)

Anyone suggest any products, its a bit of a push to get it for that much, and cheaper would be better

That's at 12v - but if you undervolt them then they run significantly quieter, and there are quieter models. Plus they are designed to be pleasant on the ears: so, to get technical, you get 23db of nice noise whereas most brands (in fact all that I've tried) deliver 23db of whinging, horrible noise. In any case I'm extremely sceptical about decibel ratings on other fans because they bear very little relation to reality: I've had two other makes of fan that were rated at "23db" but were in fact pretty noisy, undervolted or not. I've used my panaflos with all my other fans unplugged and they are damn near inaudible.

Quoting to say ditto. My Panaflo's from that woman could make no noise whatsoever, but I can't tell because they're in next to a few Antec fans.

I got a scare one morning when the one I'd attached to the top of my processor's heatsink failed at 5:30am, and my brand new XP3000 went above the 70 degree mark that makes my PC start shrieking. Frantically scrabbling around in the dark under my desk with this siren going off was not fun. Luckily no damage was done.

http://www.dorothybradbury.co.uk/ is the site of Mrs Panaflo. Sadly she doesn't have the orange plastic ones but I expect if you asked nicely she could get them. I have the non-high performance ones cooling my CPU and case, which are fine for me as I'm not overclocking. Sadly their beauteous silence is drowned out by my built in case fans, which I think I need a crowbar to replace.

Panaflo do indeed rock, but the high performance one wasn't sold by that person the last time I checked, so I ended up getting a Thermaltake Smart Fan 2, which is fantastic. I mean, orange plastic! Does it get any classier?

The quietest fans on the market are Panaflo ones: nobody knows this because they don't have a UK distributor. Somebody on ebay sells them though and she has a seperate website which it's a bit cheaper to buy from. I could look it up for you if you want.

Silent!? Ptthttt. I like my PCs to shake the desk, make me turn the sound up, and act as a room heater.
