If I type in Help - it says it is an invalid command, when I know full well it should bring up a set of commands which I can input.
The same happens with Ping and Ipconfig.
Consequently my Network is unable to feed the internet to other computers and my X-Box and I am unable to solve the problem like I normally would because DOS does not work.
Any body got an suggestions or ideas as to why DOS isn't 'Working' - otherwise im just going to have to format this computer and its got a whole load of data I can't back up due to my network deciding to crap itself.

Right click on My Computer, select Properties, select the Advanced Tab, click the Environment Variables button. The bit you're interested in is System Variables. Scroll through the list and look for a Path variable. It should have something like c:\windows\system32 in it. If its not there you need to add it, the string you need to add is %SystemRoot%\system32
However given the other things you're reporting, I have my doubts thats it, but its a place to start. You might also try typing set on its own in a cmd prompt. And look to see if variables like SystemRoot are set.
Is there anyway to get it back to the former.
