Also, you will still use the same amount of energy in hair growth whether your hair be long or short. Think about it. Your hair is only altered when its being produced at the follicle, it cant be altered once its out of there. If it could, we'd never get split ends n that stuff.
Anyways, who would want to live in a country like that! I have my hair long and im proud of it, so N.Korea can suck my tennis balls.
Hair is just dead protein matter and requires no energy to maintain. It grows whatever length it is, and, in fact, the shorter it is, the faster it grows, so the more protein it requires. The less you cut your hair, the less it grows, and so the less nutrition you consume. Long hair also increases the insulation of the brain, reducing the energy lost by heat.
So in fact long hair is more efficient, and, by their logic, would lead to MORE intelligent people. We then see the REAL reason for the article:

It's all just a con to get people spending more money, so the government/barbers earn more! Genius.
