You can play on Xbox Live without a starter kit.
Use a free trial included in most games, then extend the subscription via the dashboard. You can't talk to people though, unless you buy a headset.

You can you XBConnect, which acts as one big fat system link, but you can't play any of the guys here when they're on LIVE.
A Starter Kit is your best bet.
