From the news today, it sound like getting caught has given them as much publicity as they would have had if they failed.
So maybe it's not so bad after all.
Besides, (according to.. I can't remember who) the greatest fear of a rebel is being ignored.
If the authorities just ignored them until they went away, it'd be sending a far more disinterested image than actually locking them up.
Civil disobedience is all the better for imprisonment.
