Change the exe to read "Doom3.exe +seta com_allowConsole "1""
and all you have to press is tilde.

I have pressed ctrl + alt + tilde together and it made no difference and also one after the other no diffrence?
I do not understand what the exe etc is? as I am new to this so I cant go any further, please could you simplfy this for me as i am STUCK!!!!!

Oh god..... ;)
Find the doom3 icon you use to launch the game. Might well be on desktop. Right click it, select properties.
In the Target box, you'll see cometing like : -
C:\Program Files\Id\doom3.exe
<-------path------->
The <--path--> is the location that Doom3 is installed too. Leave this as is.
replace this with: -
<---path---->doom3.exe +seta com_allowConsole "1"
Click "ok".
Launch the game. You can now bring the console up with the key to the left of the number one, top left, or the ~/# key to the left of the enter key. I forget which.
Hope this helps
