Incorrect.
Half-Life 2 is designed to run fairly well on any system (within reason), just to varying levels of detail.
I remember reading an article on how it would run at 45fps on a (64mb) GF4 MX440 and 55fps on a Radeon 9700 pro. That's only 10fps more, the difference was that it looked a lot sexier on the 9700.
Your specs aren't too far off mine. I reckon if you turned unneccesary stuff down like decal and smoke quality, don't have the resolution too high, the Physics may be ok. Valve have really made sure the lowest required spec can still run the game well.
EDIT - forgot you're on a lappy, ignore the Graphics card comment

We're talking graphics card RAM, not machine RAM, right?

It actually runs surprisingly well on slower machines.
