I have an excellent, rare and unreleased song by the Pumpkins, unfortunately the beginning has a radio intro... is there a program that will allow me cut this part off and leave the song on its own?

Goldwave would probably do it.

Don't know of any free programs that will do it, had a look on downloads.com and there is quite a few mp3 splitters but none that are totally free. Might be worth trying to download one and try it.
