What's your max budget? I just got the following worked out for you:

Shuttle SB61G (mobo included) - £175
P4 Prescott 2.8Ghz 800Mhz FSB - £125
Geil Golden Value PC3200 512Mb RAM - £58.69
Western Digital SE IDE 120Gb HDD - £60.99
9800 Pro (the one you Pikecast recommended) - £140.94 (VAT included, don't forget)

Total - £560.62

That machine would run Half Life 2 considerably well as the Graphics card is better than mine (Geforce 4 Ti4600) and mine runs pretty damn good.

Everything else is similar stuff to what I have, only newer. Obviously if you had a massive budget, I'd recommend something other than a Prescott P4, but they're good enough if you're not overclocking/modding.

As for Monitor and stuff, can you not keep the stuff you have? It's not vital, unless it's knackered :D

Check those sites out, you might find alternative kit to reduce the cost!

edit: Had to edit out competitor references. Looks like Creepy saw it in time anyway. smv

Probably would. Depends on his preference.

I went Shuttle purely because I'm not into modding, I wanted a space-saver and they look nice enough as-is.

But yeah, he'd probably save a bit more going non-Shuttle.

Wouldn't it be a lot cheaper if you didn't go Shuttle?
