That machine would run Half Life 2 considerably well as the Graphics card is better than mine (Geforce 4 Ti4600) and mine runs pretty damn good.
Everything else is similar stuff to what I have, only newer. Obviously if you had a massive budget, I'd recommend something other than a Prescott P4, but they're good enough if you're not overclocking/modding.
As for Monitor and stuff, can you not keep the stuff you have? It's not vital, unless it's knackered :D
Check those sites out, you might find alternative kit to reduce the cost!

I went Shuttle purely because I'm not into modding, I wanted a space-saver and they look nice enough as-is.
But yeah, he'd probably save a bit more going non-Shuttle.
