Winning Eleven 8 International has a set date of the beginning of February for PS2 release (and Xbox). By all accounts the PS2 version looks and runs smoother so I am going to go ahead and grab it. To be honest I really expected it to be the back end of July at the earliest.

The Winning Eleven: Final Evolution and J League versions (Japanese) are usually better than Pro Evo.
From my experience of the PSONE chain where I had both of pretty much every Pro Evolution release, so yes. Generallly runs smoother.
