Is rpm tuning a game or what. You don't even make it clear what you are talking about.

I don't know about these "missions", but to unlock cars, normally you'll have to locate a set of car keys. Once at this stage try to either use the key in the appropriate lock, or for some sets of keys, use the buttons on top to unlock the car remotely. Note that you may need to stand within a certain range for the signal to work.
