Would I be able to get broadband if i was 9 km from the exchange?

They would probably install a piece of equipment on your line made to improve the quality of the connection at no charge during the activation process. According to BT 98.5% of the UK can now get ADSL Broadband.

I'll just have to wait until the exchange is actually upgraded - next summer sometime.
It said on the BT website they'll send a tech to see if the line will be decent enough to install broadband.

From what I understand, BT have upped the distance to 10Km, so in theory, depending on line quality, Yes.
