How is it run? Where is it based? You can't just flick a switch and turn it off, so er, how does it work and what powers it?

If you hit the whole world with and EMP, we'd have to build computers from scratch, using old methods, as the computer operated robots that build the boards and stuff wouldnt operate etc.... so yeah, everyone would go insane, so i dont see why a bunch of terrorists dont just release one to cause some havoc...

It isn't really based anywhere. You are connected to your ISP, who will be connected to the LINX Network Exchange or whatever it is in London, with a bunch of other ISPs, and it is connected to North America via a huge fibre optic cable, where they have ISPs that are all wired to each other. And it works like that for the whole world.

If you severed the ISPs link to other ISPs, then a whole bunch of people would be disconnected. If you severed all the links from Britain to elsewhere then all you would see would be British sites. If you sever the link from Britain to North America, but leave the Britain to Europe link, you would still get North American websites, but via a different route.

There is no single server you can turn off to end the internet.

It's just a big network of computers. So there is no button to turn it off. I'm afraid you'd have to go around cutting all wires in ISP places where information is sent other ISPs, then to other computers.
