Basically, they want to do something about the P2P networks, but this is definitely the wrong method.
They'd just be shooting themselves in the foot if they joined up!
I mean, look at this way... what majority of P2P networks are programmed and based here in the UK?
What % of them are US-led...
Bah.
The thing is, the way it's worded is disturbing- it can be taken to say that any device that can play/record copied music can be put under attack- MP3 playes, CD/DVD burners, HDD's etc.
*gulp*
Hopefully, it won't pass, but it's supposedly as random as The Patriot Act, and that was passed. :/
