It's a a throwback from the old NCD terminal days.
If I remember correctly, where you have the number pad, you also have arrows on the numbers.
With scroll lock on/off it enables or disables scrolling using those keys.

If only there was a website somewhere that you could type questions like "what does scroll lock do" into and click a button to make it show a list of pages that contain the answer.
