I'm gonna fix the old computer and network it with the computer I'm on at the moment next week, but I'm wondering if I can set the amount of Bandwidth I want to allow the other PC to use?

Generally to restrict bandwidth usage on the internet connection or the ethernet would require a client side program. I can't remember one off hand but I did see someone suggest quite a good one so I hope they see this topic. You may find one on [URL]http://webattack.com[/URL] which is an excellent resource for freeware and shareware networking software.
