You are the DVD burning expert amongst us.

My question is this: can I rip a region 1 DVD then burn it again as a region 2 or region free DVD? I'm fairly certain that you can, but I've never tried it before or paid attention to anything written on it. What programs would I need if any?

Thanks guys.

Currently I've never put anything other than data DVDs in the drive so it is as yet not set to any region.

Yeah, as Adrian said just use dvd decrypter to rip the film and dvd shrink to compress and burn it. Im pretty sure it automatically burns it as multi-region.

Yes you can. Get DVD Shrink as thats free and does a good job. The only problem you might have is if the DVD Drive of your PC is set to region 2. On mine one of my DVD drives is set to region 1 and the DVD writer is set to region 2. If I try to rip a region 1 DVD in the DVD writer in DVD Shrink it comes up with an error of copy right, and this happens with region 2 DVD in the region 1 drive.

You can also use DVD Decrypter and use IFO mode as that allows you to make it any region. I dont know if you can read a region 1 film in a region 2 drive or a region free drive. If the drive is region free then it should read everything apart from RCE DVDs. The main reason I had to set my DVD drive to region 1 was because of RCE as no region free hack would work, infact I set a setting and it changed the drive region by itself so I just left it as region 1.
