thats the reson why it wont work because what are the odds that an actual person will be driving normaly everyone who plays online will be going insane killing and blowing things up! (WOW that sounds kool)
i suppose it could work if your put into teams or gangs when you start and just see how long you last. and you can get new people to join or just blow the hell out of other teams(im saying team because gangs sounds gay) hope it doesnt go on x box live tho cuz ill have to buy it again lol

I'm not saying it is a bad idea, but you'd have to have rankings and everything, you know, some poor starter plays the game for the first time and gets slaughtered by the pros who've been playing it for a couple of weeks.
