I take it you mean Game Shark. Basically it works the same as Action Replay, allowing you to "hack" games so you can get things like infinite ammo etc in games. Not sure how it works nowadays, but with the N64 version, you would put an Action Replay cartridge into the N64 and the game plugged into the top of the Action Replay.
So er yeah, you need to buy one to use the codes. This site sells Action Replays.
