Hmmm, they've trapped it, thus one assumes it can't go anywhere, they have the ability to sedate it but the lure of shooting something must have overwhelmed them.
What they should have done is coaxed the Bear into a room in which someone is just coming round from an operation and watched their face as they wake up to see a Bear chewing their feet off. Unless the operation was to remove the person's feet in the first place, then of course the joke would not be so funny.
Oh and it may just be a co-incidence that the Bear the Police shot was Black. One wonders how they would have treated a Polar Bear?
