I been here 10 days with 600 post but still don't know how to use TAGS.
Can someone help me.

Typing this ...

This is {B}bold{/B}.
These are {I}italics{/I}.
This is {U}underlined{/U}.
This is {S}small{/S}.
This is a link: {URL}http://timmargh.net/{/URL}

... but replacing the curly brackets - { and } - with square brackets - [ and ] - will give you ...

This is bold.
These are italics.
This is underlined.
This is small.
This is a link: [URL]http://timmargh.net/[/URL]

... Some things to remember:-

1) the tags must be capitals, i.e. {b} will not work - it must be {B}
2) don't put a full-stop or anything immediately after a URL (link)
3) don't over use them!
