Or you could do what I do, which is break your own back for free. I may break even on a site which will probably work out to about three weeks work, but I don't expect to. It's CV material at least I suppose, and I didn't know javascript/xhtml/css very well beforehand.

How big is it?
Is it a complete redesign & build?
What will it use? (Flash, PHP, ASP?)
Do you require Hosting? URL?
Search Engine submission?
What do you think they can afford?

Proposal: Just a basic outline of what you propose to do with the site
Detailed Functional Spec: What, Where, How, Why & How much.
Gett he client to sign off on the above before even begining work as this will tie them to costs, spec and timelines.
Costs, To give you a rough idea for a basic site, like http://www.blackwellpublishing.com/socialpolicy, this cost them £500 (bloody good deal)
You have two options, hourly rate, or fixed project costs?
Hourly Rate: (Based on mine) £35.00ph Design, basic build, £75.00ph, backend, Flash etc. £18.00ph for fixes, testing & Changes.
Fixed cost: (again based on mine) £275 per day for design and build, £500 per day, back end etc. Changes at £100 per day.
