i have been sent a file that ends with .CDR nd was made by a prgram called coraldraw 11 i beleive is therer any way i can pick these up.

assuming that i have nothing but paint and the basic publishing programs like serif.

got it via .JPG he is sending me a copy of coral draw in a while YEY!

I doubt it. I don't think even Fireworks or Photoshop can open Coral Draw files. I think you will need a copy. You could get the person who sent it to you to export it as a jpg for you.
