Some translations from the above scans:

- Officially licensed Dutch, Italian and Spanish leagues in full, although only the Dutch teams are shown
- Ronaldinho's "Flip-Flap" move is included
- Player actions increased: many motions of dribbling, trapping, shooting etc
- Big changes in keepers AI and movement
- Direction of crosses can be controlled
- Direct pass using chest (like Jan Koller does)
- Improved turn motions in dribbling
- More international licenses
- Players wear gloves
- Many more stadiums, with official names

Updated:
- Different coloured goal nets
- More than one football available at the beginning of matches
- Many more Adidas boots (new Predators, old Predators in more colours, and F50s, old and new)

Actual PES4 shots... not WE8 - the English language version. Del Boy has the new F50s, Beckham the new Preds, and most players in the Denmark-Sweden game are wearing gloves.

They are. Full Premiership, Ligue 1, Bundesliga, Serie A (licensed), La Liga (licensed) and Dutch league (licensed) from 2003/2004 season.

Then Rangers, Celtic, AEK, Olympiakos, Panathinaikos, Besiktas, Fenerbahce, Galatasaray, Spartak Moscow, Lokomotiv Moscow, Dynamo Kiev, Sparta Prague, Benfica, Porto, Sporting Lisbon, Anderlecht, Boca Juniors, River Plate, Cruzeiro, Santos, PES and WE United.

and if Wolves are in it I hope Leicester are aswell.

Consider this:

Rooney only looks good compared to England, Switzerland and Croatia.

That's a little narrow minded, KR. Compared to the greater object of "jizzum"ness that PES4 offers.
