I got it sorted, just tweaked with the video settings.

Does anybody else have a problem where their frame rate falls to poorness when they try to play in windowed mode and hover the mouse over the start button or any other icon on their screen?

Hmm that says to me that you don't have the lastest drivers.

Find your laptop in this list and manufacturer should have any updates for you, unfortunatly there are alot less updates for mobility products.

And for the record I too have a 9200.

Turn off Dynamic lighting, I think.

I have the same problem.

I had that issue on my ATI Radeon 9200. Unfortunatly, rather than fixing it, I now play on my new laptop.

Is this right or something i need to sort out, and if so...how?

Kinda running out of quests.
