there's a hovercraft in the game?

First I heard.

I heard it was in "the army base" so it'll either be the Naval base, the no fly zone, or the bit above the no-fly zone.

What on the first island?

There is a hover craft as you chase a guy in one of the missions on one. That OG Loc guy.
Also a go kart too.

Yeah, I saw it in some mission at a friend's house but I have no idea where it is.

If you look at the beach to the south-west of the first Island (where you can buy the beach house) go east along the shoreline and you'll see a canal type thing heading in from the sea. Follow the canal and you'll find the Hovercraft at the end of it. I just put it in my garage at the beach house after I found it.

Any idea on the whereabouts of the Go-Kart from that same mission?

Haven't found that yet, sorry. However I am finding quite a few neat things at the moment as I'm just messing around with the Jet-pack, you can go anywhere with the thing.
