I've not played the game so I just did a bit of hunting around for the answer. Here it is:

Time Bomb
This item is essential to destroy the Fire Squall.

Upon completing workshop second floor and the workshop elevator
Georama condition, there will be a cutscene triggered. Max will meet up with Garek who will give you this key item.

Plant this at the Fire Squall located on Mount Gundor Peak.
