Just to point out, to 'cath 'em all' you do need Pokémon Ranger to get yourself a Manaphy...
Pokemon Diamond and Pearl are upgrades to Ruby and Saphirre, Emerald etc... so everything is there you would expect from a Pokemon game, whereas Pokemon Ranger is a completely different game, a new concept to the series. My advice would be if you want something like Ruby or Saphirre etc... then buy Diamond or Pearl, because they are the newest versions of the 'Gotta catch em all' concept, and they are also very enjoyable, and that also sounds like what you're looking for.
