A semi-easy trick to causing mass damage to the cops, just keep spinning your car around and fire at them. There are six vehicles, you can kill up to three of them. When there's only three left, their health meter disappears and you have to run. Plus eventually your car dies without you doing anything. The boss police car (the one with the icon with his face on it over the vehicle) cannot be damaged at all and his health meter does not disappear.
The whole story in the prologue is a guy tries to escape from the police but he fails and another guy tells him to participate in the Death Rally (basically). So if you escaped, there probably wouldn't be a game.
