LOL, well yeah every Government apart from our own suddenly recommended upgrading from IE6 after the "China issue", crazy...
Anyway it was probably just an exercise by Google to further their own browser's market share.
Even .net are on the bandwagon for seeing off IE6 http://www.bringdownie6.com!

Too many businesses and government institutions, small and large, are using them as the default browser, and despite all its flaws it "just worked" so the majority couldn't be arsed with the upgrade. It takes something serious like a complete software failure - or maybe the above spying case - for them to roll in action.
