surely the question to this would be "anyone" as they model characters expressions partly how the actors themselves express themselve. Hell some of them even take up qualities of that character. Take donkey from shrek i suppose.
I'm sure keanu reeves would be awful at being a cartoon voice. The irony is that he's playing the part of spike in cowboy bebop (an otaku weeps) despite looking the part, he hasn't the attitude or style of spike.
