It's either done with JavaScript or a stylesheet.

Just look at this example.
Stick the:
bit in the head and you can then designate colours for links.

Write your sites in a half decent editor. Like notepad.
What do you want it to do?

Design your own stuff, using templates like that just make you look incompetant. Even if it's basic, you don't want all these advertising links over your site.
