Are you saying that you want Outlook to automatically connect you to the internet when you want to send a mail?
If you are then just load Outlook, select 'Tools' from the menu and the 'Options...'.
Under the 'Send/Recieve Messages' within the 'General' tab change the 'If my computer is not connected at this time' option to either 'coonect only when not working offline' or 'conect even when working offline'
You can tell Outlook to disconnect after sending recving messages. When you are sending/receving messages there is a progress window that pops up, in this window is a box titled 'Hang up when finished' select this box and your away!.
Although be careful since if you grab your mail during a normal Browsing internet session, Outlook will still disconnect you!.
