The Senegal captain was ordered off for a second bookable offence at Highbury following a challenge on Ashley Cole.
But after reviewing video evidence Riley has decided Cisse's challenge did not warrant a yellow card.
With these rules Van Nistelrooy should have had a goal in hungary last week.
Shame they seem to have forgotten to tell the officials!

I thought it said in the rule book the ref actually has to see the foul or at least one of his assistants has to? If he didn't see the *foul* then he shouldn't have sent Cisse off in the first place.

On the programme, Goals on Sunday they showed the refs position when Cisse committed the non-offence and he wasn't even looking at it he jumped to conclusions and had the red card out of his pocket before he reached the two players. I did hear someone say something about a way of checking the foul before handing out a caution again this weekend and they said it is definitely going to happen.
