No they aren't. IQ tests are supposed to measure raw intelligence.
You need very little education to grasp the basic concepts of the sorts of questions used in the tests - patterns in images, word association, number patterns.
If you can read the question, you'll almost certainly have the education to answer it. This is true at least with the classical IQ tests that were popular a few years ago.

you realise that IQ tests are indicative of education more than intelligence don't you.
